Your answer is right (2), although the word has another meaning (1)which I think is the one meant by the song ("The shackles are undone").(Undone = not fastened or tied).

Yeah, I looked for it and the word in Spanish for shackles, the first definition is "grilletes".

That´s right! It´s quite a common word, as there are 6.930.000 google entries for it. There is also a song by "Mary Mary" entitled "Shackles" with a line saying: "Take the shackles off my feet so I can dance".
